What is Lee's purpose for the allusion to the WPA and the Ladies' Law? What do they signify?

This speaks to what a lazy derelict Bob Ewell is. The WPA was set up to find jobs for people because of the depression. Even they fired Bob for laziness. Society on a greater compassionate scale had no patience for Bob Ewell. The "Ladies Law" was designed to protect women from the indignities of life. Bob Ewell pestered Helen Robinson in the worst way but ironically this law was not intended for coloured women.
