Miss Stephanie Crawford is the neighborhood gossip and insufferable scold. She treats Arthur as a neighborhood freak largely to spin her yarns to get attention,

Miss Stephanie Crawford said she woke up in the middle of the night one time and saw him looking straight through the window at her… said his head was like a skull lookin‘ at her. (ch 1)

Of course Miss. Crawford had never seen Arthur but his isolation becomes fair game to people like Stephanie Crawford to entertain others and seek the attention she craves.
