I need to know why scout thinks the world is ending in the beginning of the novel, and who the decorated war veteran is that she hates to kiss.

Scout believes the world to be ending in Chapter 8 when she see snow on the ground! I'm not sure what you mean by the rest of the question, so I'll go with "decorated war veteran," and note that ironically, Bob Ewell's full name is Robert E. Lee Ewell, after the famous general. Robert E. Lee is a respected historical figure in the south, Bob Ewell is anything but........... go figure!
