McGinty means that there is no place for gang members that are not loyal to the Scowrers.

MCGINTY SAYS THERE IS NO PLACE FOR SCABBY SHEEP BECAUSE HE THINK THAT MORRIS IS WEAK ,HE CAN BE A EASY VICTIM ,HE HAVE NO DEFENCE SYSTEM .
