Truman is the star and ratings are high. He needed Truman there to keep the show going.

He wanted money, fame and fortune, and he knew that if Truman left, the director's life would collapse. No one wants to see their life in ruins...

Truman was the star of the show if it wasn't for him then the show wouldn't be going on. It also made jobs for the actors and actresses on the show for them to earn money.
