Seahaven is actually more controlled to the point that it is a simulation. Society in the Giver is heavily controlled but not simulated. Neither is utopian but there are much more dystopian underpinnings in The Giver. People who are released are actually killed and women are used as "cattle" to make babies. At least Truman is the only person directly affected in Seahaven.
