Actors are hired to provide Truman with friends and family, he was frightened badly as a child, which has resulted in a huge fear of the water, people dissuade him from his desire to travel, extras "herd" him away from the places he may not enter, and they set up road blocks to impede his plans for travel. The weather in the dome also serves as a form of manipulation.
