The Time Machine is primarily a critique of capitalism. Wells' is saying that if wealthy owners continue to exploit the working class, then the working class will be pushed underground and evolve into the Morlocks. Meanwhile the wealthy class enjoys a life on the surface, but has become extremely weak and feeble, and is thus at the mercy of the Morlocks.
