The time traveller name

Explain why you believe Wells refuses to give our "hero" a name, but simlpy calls him the Time Traveler.

I think the Time Traveller represents the spirit of science and invention rather than a specific person. He represents going to places no man has gone before (sorry, Star Trek reference). The reader, if so inclined, can put himself or herself in the Time Traveler's place. I think he lacks detail so the reader can experience the story vicariously through him.
