why doesn't hester's husband want to seek vengeance against her? what does he want from her?

Chillingworth wants to torture the guy that had relations with his Hester. Chillingworth seems to know he is unworthy of Hester and that it could never work. He does, however, have control to manipulate and destroy the man that fathered Pearl. This is right up Chillingworth's alley!
