The Governor was deciding whether to take Pearl away from Hester. Hester was considered a "devil child" by many in the community because Hester refused to give up Dimmesdale as the father. Consequently, Hester's character is brought into question. It is Dimmesdale's impassioned speech which lets Hester keep Pearl.
