The Custom House is the definition of romanticism, as we see and experience Hawthorne's vision of Hester's story in its metamophosis from historical documentation into a personal account. Hawthorne cites that the setting and the inividuals in question can become so much more through an author's imagination. He says that a writer of romance can "dream strange things and make them look like truth."
