Both Hester and Dimmesdale share the same sin, this has always binder the two together. Chillingworth binds them in a twisted sort of way so I'm guessing that is what you mean by Chapter 13. Chillingworth is bent on destroying Dimmesdale and Hester wants to rescue him from Chillingworth.
