Machiavelli says that princes need ministers because ministers support the prince's role as the only ruler in the country. Ministers are also more difficult to corrupt because foreign powers hold no attraction for them. Nobles, on the other hand, are easily discontented and greedy. They are also able to take advantage of their peoples' loyalties. Ministers have no personal loyalties, thus, they have no one to support them if they decide to revolt.
