When should a prince hear counsel?

A good ruler should get good advice and make decisions. Bishop, Luca Rainaldi is mentioned as a man who never got good advice and was indecisive. Consequently nothing ever got done. So the moral here is that a Prince should get good council from good people and act on what he hears.
