Who is Tiresias in the Land of the Dead? what is his purpose in the plot of the Odyssey part 1, and to Odysseus?

The next soul that appears to Odysseus is Tiresias, the blind prophet. He tells Odysseus that Poseidon is punishing the Achaens for blinding his son Polyphemus.
