What is the government's part at the Nickel

The government is essentially racist. The Nickel academy is an academy were the officers discriminate, abuse and molest the youth that are African American. The very fact that they are there is predicated on the racist way of thinking that black people are dishonest and dishonorable and need to be taught a lesson.
