What is meant by "I am still a beast at bay"?

It might mean that even though water is strong at the bay he is still a beast

This statement infers that Raisford doesn't see himself as a clear winner of the game. Zaroff's game included the death of his prey.... and he wanted an intelligent, reasoning animal to hunt. Rainsford appearance means that he has cheated death.... but for him, the game isn't over.
