Is tom justifed in the way he reacts with maggie after her elpment from stephan?

When Maggie returns to St. Ogg’s five days later, everyone believes the worst of her, including Tom, who refuses to offer her a home with him. I think Tom is unfairly harsh: he always has been. He is obsessed with justice, and usually rather unforgiving.
