how was henchard able to be a mayor

Henchard makes a name for himself in the hay and corn business and rises up to become mayor of the town.

Henchard was able to become a Mayor through his hard work and dedication on the corn business ,he did not drink alcohol nor had leisure ,and when his wealth has accumulated he make up his own corn business .And because of his ability and contribution ,he was appointed as the Mayor of Casterbridge .
