Why is this chapter titled “Rogarou Comes Hunting”? Who/What is Rogarou?

Rougarou is an aboriginal warewolf. I think it becomes a symbol of the recruiters. It is clear that Minerva knew she was going to be captured, and that she orchestrated the situation so that she would be the only one taken. This hints to a supernatural ability to see the future, and makes it clear that Minerva has more abilities than she has shared. Most readers will have seen Minerva as a superfluous character who has no real role to play until she saves the rest of the group from being captured. Even then, she seems to have a minor role until later in the novel, when other characters reveal that she has brought down one of the facilities and holds the key to a successful rebellion against the government. The author has carefully constructed this character, but the casual reader may not fully appreciate her importance until much later.
