The pace of the story is designed to build suspense. The suspense is built slowly always with slight clues but nothing direct to let the reader what the lottery is. I think the pace is deliberately slower because the suspense is in the details. Consider the boys collecting rocks and pebbles at the beginning of the story and the nervous apprehension that builds in the characters as the narrative progresses.
