The Lord of the Rings: The Return of the King

What is represented by the elves, Frodo and Bilbo, and Gandalf sailing off on the sea? Is is a metaphor for death, or do they live on in another land?

This scene takes place after the hobbits have been back at the shire for 4 years, and Frodo has finished his book.
