How did Percy knew for sure that Hades didnt have the master bolt.

This is because Percy actually goes into the underworld and finds that Hades does not have Zeus's master bolt, and on top of that,he is missing his own symbol of power: the helm of darkness. Hades actually accuses Percy of staling the bolt.
