The Legend of Sleepy Hollow

What does the author's choice to tell the story through the voice of such a familiar and chatty narrator contribute to the overall meaning of the text?

I suppose it creates a connection with the reader. The story has the mood and tone of a ghost story or local mythology. The narrator fills that familiar perspective for the reader.
