What is ironic about Jurgis' statement ''I thought I could count on you"?

Jurgis had bought into Scully's propaganda. He believed that if he voted the way Scully wanted, and did what Scully asked, Scully would be around to help him. Ironically, Jurgis learns that Scully is only out for himself.
