Why does the Capital go back to the promise that two tributes can win?

The Capital changes the rules because of Rue's death, and Katniss' response to her death. By taking care of Rue's body and refusing to leave her, Katniss proves that even though a tribute is a part of the games, it doesn't mean they lose their morality...... the Capital's decision was prompted by this act.
