The Gamemakers are the group of Capitol representatives who are given the task of designing the arena and manipulating it for entertainment effect. The Gamemakers are described as haughty, priviledged people, who have no interest in the tributes or their deaths.

When Katniss finally had her interview with the Gamemakers, she was the last of their interviews, and the group itself, was drunk and distracted. Angry, Katniss shot an arrow into their balcony to attract their attention. It worked.
