President Snow

This quote is highlighting the steps that Snow is willing to take in keeping the district system in place. He is alluding to Katniss being the equivalent to hope - thus, she can be useful and 'effective' to a certain degree in helping him maintain order, but she will become 'dangerous' to him if she were to break free from this control. This quote truly foreshadows the later events in the story, when the Districts begin to rebel against Snow.

It’s a mocking jay pin, to protect you. And as long as you have it, nothing bad will happen to you. Okay? I promise.

Katniss Everdeen

The mocking jay is the most prominent symbol of the Hunger Games trilogy. It is initially a way for Katniss to stay connected with her sister Prim whilst she endures the Games, but as the novel goes on, it begins a signal of hope, and, later, rebellion. The mocking jay is also a sign of freedom, something that Katniss continues to long for.

Effie Trinket

Perhaps one of the most famous lines from the Trilogy, this quote has become a fan-favorite, in particular due to the bleak humor associated with it. Suggesting the 'odds' be in one's favor is laughable, especially for a District like 12, where there have been few winners through the history of the Games. Of course, Effie may have meant it to inspire hope, but all it does is confirm the guaranteed morbid fate that awaits the contenders.
