I think the watch represents time that has run out for the judge. He lies dead clutching his watch as the narrator lists his appointments. The Judge longed to control the lives and fortunes of people around him. He had aspirations to control the state. But alas the Judge could not control time. It is interesting that the watch remains running in the Judge's hand; time moves on without him.
