What is the plot of chapter 13?

Holmes explains to Watson that they lack sufficient evidence to secure Stapleton's arrest. They have neither determined a motive nor actually seen the hound. Holmes plans to tell Laura Lyons about Stapleton's marriage, in hopes that she will then work with them against him.
