Why might Arthur Dent not be affected by the poetry? Were they not strapped into poetry appreciation chairs?

Arthur was more concerned with surviving than anything else, and he knows that the poetry is supposed to be a form of tortue. Thus, Arthur sets himself above the torture and pretends the poetry was awesome..... that he loved it. The Vogon Captain, however, doesn't fall for his compliments and ejects the men into outer space anyway.
