Why would a totalitarian dictatorship prefer computer banking to paper money?

The use of computer banking allowed them to freeze and confiscate the women's accounts. A cash society would have made this more difficult to accomplish. Computer banking simply allowed the dictatorship to close the women's accounts and wire that money into their own.
