"Penis envy" is a term that Freud used. The idea is more or less that girls, at specific stages of life, subconsciously want to be boys. "Pen is envy" can be seen as a pun on the phrase "penis envy." The Centre is able to manipulate this idea to support their patriarchal system of management.
