The Great Gatsby, moral attention forever

I'd like to know if in this excerpt from the first chapter of The great Gatsby "forever" is related only to "moral attention" or also to "to be in uniform"

When I came back from the East last autumn I felt that I wanted the world to be in uniform and at a sort of moral attention forever.

That's related to both terms. He wanted the world to be in uniform and moral attention.
