What happened between Gatsby and the policeman? Why is their exchange suspicious?

In Chapter Four, a policeman pulls Gatsby over for speeding. Gatsby, however, is allowed to move on without receiving a ticket after showing the policeman a white card. We are not informed what's on the card.... it might be Gatsby's business card, possibly someone else's. None-the-less, the card saves him a ticket, and the officer is apologetic.
