how does the identification of newchildren before naming convey how much the community does or does not value them

A child isn't given a name unless he/she is healthy enough to be given one. They do not identify newborns because names are a form of giving someone a human identity. It harder to let go of an infant considered to be human than one designated a number. This is a form of desensitization or detachment.
