I think it's meant to be ironic. The artists and writers he organized all tended towards the extreme and the unpopular. People were surprised and pointed out that they were all "rabid individualists." Toohey took these comments as a joke, just as he took it as a joke when people made fun of his councils. His favorite title was "Ellsworth Toohey, Humanitarian."
