A lathe was a machine for shaping wood, metal, or other material by means of a rotating drive that turns the piece being worked on against changeable cutting tools. Tar is a dark, thick, flammable liquid distilled from wood or coal. Eddie was commenting on how things could catch fire at the park so easily.
