Alexander Hamilton believed in a more powerful central government than most of the founders because he believed that in order for the country to increase and prosper it needed a more active central government. He believed that without a strong central government, the colonies (states) would begin to compete among themselves. His idea was right for the time. Vigor would likely be defined as strong, involved, and energetic.
