The Legislative Process in the United States

Does the concept of democracy or republic better capture the legislative process in the United States? why does it?

In context, the United States and its law making process is best described as a republic. In a true democracy, laws are created by the voting majority, whereas, in a republic, the laws are made by representatives who are elected by the people and must adhere to what is laid out in the Constitution.
