Only Citizens of the United States can and will exercise the Power of the United States not just a Persons in the United States, this is how we keep our Liberty as People of the United States. We all have these Laws, the Constitution, amoung only the Citizens of the United States and of the State wherein they reside. Is not the Branch under the State Legislature, written in Article 1 section 2, an branch of Electors of the State? Did not Madison and Hamilton agree on this by Passing this Article for the United States of America and did not the Members of the State Legislature, people of the United States in State form, pass this Aritcle to be Law in their State? So should you enclue this Branch as part as your Essay that will show that this Branch under every State Legislature in the Union that the People of the United States, a Citizen of the United States and of the State wherein they reside, will Exericse this power of Government to elect a Member of the State Legislature into this Office of a State? #57. So Madison and Hamilton agree, as well as the People of the United States at this time, who are to elect a Person to Congress be call a "Elector" of the State Legislature. The People of the United States who are to exercise the Power of Government to allow people to be in this Office of Goverment. If you accept this part of the NEW structure in our Government it changes the whole meaning of the word "State" in this Constitution to the People in their sovereign political form of a State, as Madison will point out time to time.
