Lucifera is only one of Spenser's representations of Queen Elizabeth. She is the "maiden queen" and depicted as prideful. Hence her name, as pride was considered the greatest sin, and this linked her character with Lucifer. Lucifera's counselors were dubbed Idleness, Gluttony, Lechery, Avarice, Envy, and Wrath. Note, Spenser illustrates his queen (Elizabeth) in a variety of ways. You will see this as the poem goes on.
