How would you describe the political organization of the city of Uruk?

Uruk, one of Mesopotamia's most important cities, was under the rule of a Priest-King.... Gilgamesh. When the epic begins, Gilgamesh's rule is that of a tyrant.... he is the government. Gilgamesh answers to no one and has complete control over his realm. He is two-thirds god and one-third mortal, his people can appeal to no one except the gods he serves.
