In this quote, Anne is alluding to the fact that governments aren't the sole cause of wars. She also lays blame at the feet of those who stand idly by, while governments wage war. She blames those who remain complacent, though they do not support or even abhor the actions of their leaders..... the people who as a majority have the power to end atrocities if only they'd stand united.
