Mrs. Putnam has lost seven of her babies in childbirth. That doesn't fair too well for a Puritan woman who is supposed to be fruitful and multiply. Goody Osburn acted as Mrs. Putnam's midwife three times. In each case, the babies "shriveled in her hands". This makes Osburn the perfect scapegoat to blame for all the dead children.
