what does danforth mean when he says?i cannot pardon these when twelve are already hanged for the same crime?

Danforth also feels the wrath of the town and the court's power slipping. If he pardons the twelve people, he will look even more like a hypocrite for killing others for the same crime. This would destroy any credibility the court has left.
