Why are they moving?

Bruno's father was assigned to a new post in the Nazi regime. He was made the Commandant of a concentration camp. Thus, the family moved from Berlin to the camp. Note, Bruno is never aware of exactly what his father does for the "Fury". Nor is he aware of the reality of "out-with".
