Maybe Kotler was denagrous for Germans?He was SS soldier and can killed or arrested german civil when he saw that this person disagreed with nazism and for other reasons.

You have a point in that Kotler would go after Germans but only if they were not sympathetic to the Nazi cause or ideology.
