I don't think he was allowed to kill Germans. There is not any textual evidence that he wants to kill Germans but he held such little regard for life that he could well have wanted to kill Germans that he hated.

Kotler liked killing people , maybe he wanted kill Germans.He was SS officer and was allowed killed germans civils.
